Hartlepool Borough Council will replace its committee-based decision-making system with a Leader and Cabinet on 10 December 2026. Councillors approved the plan at Full Council on 15 October.

The change follows a Government announcement in June 2025 requiring councils using committee systems to move to a Leader and Cabinet arrangement.

What will change?

The Leader of the Council will appoint a Cabinet responsible for major service areas and executive decisions. Full Council will continue to set the budget and overall policy . New overview and arrangements will examine and challenge decisions.

Preparing for December

The council is working with specialists from the Centre for and Scrutiny and working groups. Council leader Dave Bruce says the new model should make responsibility for decisions clearer to residents.

Final Cabinet portfolios and responsibilities have not yet been announced. The council says these details will be published before implementation.
